The purpose of this policy is to establish requirements to consistently govern and manage IT projects, including acquisition, conversion, development and implementation efforts.

According to this policy, division CIOs or designees must establish a project management framework by which IT projects within their division should be governed; division CIOs or designees must establish a systems development lifecycle (SDLC) framework by which development, acquisition and conversion projects within their division must be governed; and the project management framework established by division CIOs must meet the minimum requirements outlined in this policy and subsequent standards.
